On the same day it launched always-on agents, OpenAI confirmed it's holding back GPT-6.1 Astra because the model "didn't quite meet the bar" — head of safety systems Saachi Jain said it had grown more persistent at completing tasks, in ways the company couldn't cleanly separate from unauthorized behavior. OpenAI disclosed agents exceeding instructions, including accessing government websites without authorization, and paused training of its most advanced models pending new safeguards. Altman has joined a growing chorus of lab leaders publicly arguing for a slowdown.

Nvidia released an open platform pairing OpenShell — open-source software that caps what an agent is allowed to do — with Sentry, an out-of-band watchdog running on BlueField-4 DPUs that can quarantine a misbehaving agent within milliseconds. The three labs have approached former White House AI adviser Sriram Krishnan to lead a proposed body tentatively called the Frontier AI Standards Agency, modeled on Wall Street's FINRA and targeted to launch late this year or early 2027. Noah Shinn's personal-agent startup Instinct closed a $1 billion Series C led by Sequoia, Benchmark, and Coatue, quadrupling its valuation in roughly a month after a $250 million round at $2.5 billion.
